Local SEO: What "Triggers" the Creation of Local Listings?

Okay so everyone understands that when you type "air conditioning" or "roofing contractor" or "auto body repair" that Google will naturally include results in the Local Listings for air conditioner repair services, roofing contractors and auto body repair shops.

It "just goes without saying" that Google is going to create local listings for those services.

But why? And how?

What if your LocalSEO client provides a service, but Google doesn't have a separate Local Listings section for it?

Is it possible to create one?

In my case, my client waxes lincoln logs. "Lincoln Log Waxing" is a high-volume, high-CPC search term, but typing in "Lincoln Log Waxing" only has the Ad-Words section and the Organic Listings, and no Local Listings. The CRAZY part is that variations on the kw, such as "Lincoln Log Waxing Pictures" not only has Local Listings, but they are HOTELS and RESTAURANTS. WTF? C~R~A~Z~Y !!!

I see the absence of any Local Listings as a possible opportunity for my client. It's a high-dollar service that very few businesses are providing, and even fewer are trying to optimize for it. (The really don't wax lincoln logs, duh...)

So I'm wondering if anyone else has run into this, thought about it, found a way to "do something" and get some beneficial action for their client.
