The Invert Cell.

Invert Cells are used in RedPower Logic circuits. They have two possible input sides and two output sides; the lower wire is the controlling one of the sides and the upper wire is the controlled one. When the lower wire is not powered, the upper one gets powered (thus acting as upper or not lower.)
