Insulation Cutter

The Insulation Cutter is used to remove and add insulation of already placed Cables. Each click of left mouse will remove one layer of insulation, returning one Rubber, while holding it after the initial click will break the cable block without removing more than 1 layer of insulation. Right clicking will add a single layer of insulation, assuming you have Rubber in your inventory.
