The Chronotyper is added by the MineFactory Reloaded mod. Like most MFR Machines, it runs on either BuildCraft or Industrial Craft 2 power.
A Chronotyper basically sorts Children Animals from Adult Animals. You can change it by right clicking on the block and then clicking on the button. It will put the filtered animals behind it.
